We encourage anyone affected by a bias incident to file an online report with all relevant details.

NOTE: If you are in crisis or have witnessed a crime, do not submit an incident report. Please call 911 immediately. For non-emergencies, call NC State Police at (919) 515-3000.
The Bias Impact Response Process involves several steps. BIRT will assess your report and, based on the information provided, determine whether other departments or units should be included in the response and propose actions. Because the BIRT process draws upon restorative principles and practices, individuals and groups involved in incidents are invited to receive support and participate in awareness, educational and individual and community restorative opportunities.
